Objective of the funding – To encourage business and science to establish initial contacts, to continue research and/or experimental development (R&D) activities already started in cooperation between science and business, to encourage companies to increase their innovation activities and to take advantage of the opportunities offered by business-science cooperation
Applicants – Legal persons (except research and study institutions).
Service providers – The recommended list of research and study institutions is available at www.e-mokslovartai.lt and www.mita.lt. Services may also be provided by research and study institutions not included in the list.

In the case of research and experimental development activities, the fixed amounts are aggregated by applicant and activity respectively. The project activity must start within 1 month of the date of signature of the grant agreement.
Settlement arrangements:
- supporting documentation, i.e. the service transfer and acceptance certificates, together with the technical feasibility study or a copy thereof, or a photograph of the prototype developed, or test protocols (copies), or a scientific report or a copy thereof, shall be submitted to the implementing body within 30 days of the achievement of the result.
- The project promoter pays 100% of the cost of the service to the research and study institution that provided it. Subject to any obligations under the grant agreement, the applicant shall be reimbursed for the proportion of the eligible costs incurred as set out in the table in the Description and in point 38 of the Description.
Activity requirements:
Technical feasibility study – corresponds to the concept of feasibility study as defined in Article 2(87) of the Block Exemption Regulation.
Experimental development –corresponds to the concept of experimental development as defined in Article 2(86) of the Block Exemption Regulation.
Research – corresponds to the concept of industrial research as defined in Article 2(85) of the General Block Exemption Regulation.
The determination of whether the activities foreseen in the project are R&D activities is guided by the Description of the Recommended Classification of the Stages of Research and Experimental Development, approved by the Resolution of the Government of the Republic of Lithuania No 650 of 6 June 2012 “On the Approval of the Recommended Classification of the Stages of Scientific Research and Experimental Development”, and the Frascati Manual 2015 (“Standard Practices for Statistical Surveys on Scientific Research and Experimental Development”, Frascati Manual, Organisation for Economic Co-operation and Development, 2015).
Mature innovators must provide a copy of the R&D expenditure report(s) or document (email or other source of information) submitted to Statistics Lithuania for the last 3 years prior to the date of registration of the application with the implementing body or the time since the company’s registration (if the company has been in business for less than 3 years), copy(s) of a document (e.g. an e-mail or letter (e.g. a copy of a letter or document (e.g. a copy of a letter or document (e.g. a copy of an e-mail or document (e.g. a copy of a letter or document (e.g. a copy of a letter or document (e.g. a copy of a letter or document (e.g. a copy of a letter or document) from the applicant’s institution) confirming the fact of submitting the report on the R&D costs to the Lithuanian Statistics Authority), or the applicant’s consent to the request of the implementing authority to obtain a report on the R&D costs incurred from the Lithuanian Statistics Authority (applicable in the case of mature innovators)
